No, Kinect for Windows SDK doesn’t support Windows Embedded Compact version 7 (or other versions of Windows Embedded Compact).

No. Windows Embedded Standard and Windows Embedded Compact are two different things.
Windows Embedded Standard is very similar in code base to Windows 7 (and the link you gave to Windows 8).
I think of Windows Embedded Compact as what was formerly known as Windows CE.
